Never use his S1 only use S2 or use defensive skill to get extra concentration effect(Get it to 4) then S3 for maximun dmg output. (If you have FS Hong Lu, then just spam defensive skill, Hong Lu will do support attack which deal much more dmg than S1 of FScliff. You can still deal dmg outside of HongLu support attack, because at the end of S2 and S3 of FS Hong Lu, he will make FScliff to use S2 on the enemy which is great)
In chain battles yeah, in normal battles (and of there are no more backup ids to switch to in chain battles) he leaves the encounter (counts as a death)
isn't this the best possible ID to use Fell Bullet with you get better poise generation, a 2 coin E.G.O that deals plenty of crit damage without wasting ammo, and ammo return on kill

All his attacks consume bullets. He legitimately cannot do any damage. So yeah on his own not the best call when out of ammo.
