When you say ignore the remaining 2 stitches; how exactly is this done? Do you move the stitch marker back 2? Then continue on to do round 6 from that point?

Use yarn under yarn over technique so the stitches are straighter and it won't go spiral. Yarn under: insert yarn, pick up yarn making sure the yarn is under the hook pull thru then yarn over, pull thru 2 loops I hope that helps.
Stuff the neck part more. Or If it still wobbles after you tie the extra yarn to the top of the head then a fuzzy wire would be best, place it inside the neck.

Repeat all around alternating. Meaning 6sc, dec then 5 sc dec, then 6sc, dec, 5sc dec and so on....sorry I failed to write the number of repeat 🥺😅

i use the same stiches but why my head is too big for the doll?
The head is a little bigger in proportion to the body but if it's too big, try to could the stitches if it matches. It should be increased up to 54 sc
