If you look with closed eyes maybe SOTO is better :D Skyscale is not new - What SOTO gave is just some QOL for skyscale, very minimal changes to make existing updrafts work with flying mounts. Thats basically all. Legendary armor is also not new, many players already had it. Weapon proficiencies turned out not making that much of a difference, while SOTO weapons were underwhelming. JW has better masteries (homestead + actually fun and substantial rework of Warclaw), way better open world maps, especially first one which is a contestant for best maps in the game, a raid which is 3 bosses, not 2 strikes with 2 bosses. Everything else SOTO has JW also has.

@CloseYourEyesz1 we were literally told this is how they were going to do it. Idk I just love that there's a new interesting raid and the maps especially lowland are fun, looks great and have some nice repeatable content that's quite enjoyable and chill so I can chill and still be progressing after running raids, fracs, strikes... If I still have time to play. Or if I don't have time hop on and spend 20mins doing hearts some gathering along the way and the 3 jumping puzzles. Used to do cache sniffing but that's dead. Anyway you were literally told what you're getting. You can't just say oh it's all recycled content. Lots of SoTo is recycled content as well.
For pvp and wvw players i would put janthir D tier only added a spear. Which is only useful if your class has a meta build for it but even then you could still find another build that doesn't run or need it. I won't say anything for the story people or whatever as I do not play this game for story or anything like that. Also I might put EoD a little higher seeing as some of those spec's shine alot more than other's. Imo ofc
S : Path of Fire A : Heart of Thorns / LW4 B : Janthir Wild / End Of Dragon / LW3 C : SOTO / / IceBrood Saga D : LW1 / LW2 Some people will place Hearth of Thorns in S tier , but they clearly don't remember how it was hell before Path of Fire Mount. LW are extremly importante to get the full story

Soto is A tier and JW is B, soto give much more than jw. SKYCALE, legendary armor, wep proficient,strikes also convergence and rift

PoF imo is the worst to try first. The zones are all dead besides the Casino meta.
