I am from Quebec and there is nothing more then a Tesla factory that I wish for. But for me it does not make much sense because Canadian market is about only 10% of US. I always thought that Ontario would be better positioned compared to Quebec. But if we consider exporting, Quebec may make more sense even more Quebec City because of St-Laurent River to ship by boat. Maybe also Tesla is considering a battery factory more then a car factory? One way or the other if we do get a factory I will be very happy.
What is the extent of labour, supply lines, business services, and infrastructure in that part of the continent? There's where your answer lies. It's not where industrial companies want to locate. The same goes for nearby American states such as Idaho, Montana, and the Dakotas. Then there's the fact that the mineral resources in question are in eastern Canada. Federal government unfairness towards the West is a real thing, but not in this instance.
@dixon pinfold Yeah not only that also the location... There are already multiple factories on the west coast tesla wouldn't build a factory in Vancouver or Alberta. Montreal is very strategic because it's close to the American market and potential opportunity to export cars to Europe via the port of Montreal as dixon pinfold said the infrastructure and labour is much better/bigger here. A gigafactory is about 10k workers.

Bécancour near Nouveau Monde and aluminium smelter and steel smelter ( contrecoeur) and électricyty is cheap they built a lot of renewable too
