I would say the opposite is true: just like Parade 2IC comes before the Parade Commander, the PM comes before the President, the latter of which is the higher office. And also this is the format used for NDP.
For ceremonial purposes, the Head of state being our president ranks higher than the PM, whom is the Head of government. Outside ceremonial purposes, the PM wields more authority as the President acts more of a check-and-balance role.
