We do. Our aircraft, both civilian and military are supposed to broadcast a signal which air traffic control and military controllers can see on their radar. It's called IFF (Identify Friend or Foe). The controller will give you a bandwidth which you are supposed to tune your identification radio to. For instance, the controller might say, "Helicopter november five niner four four two, squawk one four zero zero. You would set the radio to 1400, press the "ident" button, and say back to the controller "442" which are the last three digests of the aircraft's tail number. That lets the controller know that you heard him and took the action he told you to take. I suspect that either the pilots did not squawk the number which the carrier's controller asked them to, or else the device was faulty. I it was on and broadcasting, there would be a whole lot of things they would have to overrule in order to get their weapons to fire at an aircraft which was broadcasting "friendly". We can't know exactly what went wrong until the investigation is complete, but it most likely will have something to do with the IFF.
