Ay if anyone is still wondering, I've figured it out: you can just take some strong tape and tape the valve down towards the container so that it gets pushed downward. Then just open the green thing to start the flow.

Nope. If Unser looking for refillable, I recommend u to get those large ones that they use in the balloon stores
