I think the most underrated character is Iruka like he honestly taught Naruto his ninja way and supports him even to this day and was like a father to Naruto and who knows what would have happened if he never believed in Naruto .

Personally I think guran because she is only in one small arc but think about it her crystal style is like an upgraded version of wood style and if they kept her in the show for longer people would have definitely seen how strong she was but instead if overlooked and extremely underrated

Zetsu because he manipulated Indra in the wrong way to unleash his true powers and which lead to the rivals among senju and uchiha , 4 th great ninja war zetsu is way to strong and most underated character in Naruto
