Why not just call the tow company the 2nd guy works at and let them know their employee was stealing from you while in uniform and in their truck. He basically used their truck in the commission of a crime. Doesn't matter, misdemeanor or not. Any honest company would fire him.
There's something tasteless in that, like a filthy and damaging bloodthirst for some remote guy you don't even know. It's not for "them" (honest shoppers and businesses), it's for you. It's ofc different when the gas station contacts them, since it's actually their business.
