No one knows the exact day hour /But we can see the signs events all around us. I can see some refinements in its future. Maybe start with some kind of salvaged electro or hydraulic push pull mechanisms to move the blades in and out of the tire. Add a good used die cutting machine (maybe one procured from a scrap pile and cleverly repaired) to punch out the rubber components. Nice invention for your neck of the woods. Keep on inventing!
