I think you'll find this is Tallahassee. Having been at the London gig and having this song announced as not having been played for almost 12 years. It is also the new version which is as yet unavailable. Carlson did an album of alternate versions of earlier stuff entitled 'Hibernaculum' which were all played in this style, which is basically a style in all the new albums from 'Hex...' onward. Definatly not 'Railford'.

Dylan said it himself in the Earth 11/14/2012 Cleveland, Ohio video, he said something like ‘’back from 1996… next one is called Tallahasse’’ precisely at 1:25:30 you can find it on youtube, juste search for 'Earth 11/14/2012 Cleveland, Ohio'. This is exactly this song, so yeah it's defintily Tallahassee.

LOVE this live version of this song; its an amazing song anyway, one of my favourite songs ever.
For me it's only listenable at x1.5 - x2 speed. Way too slow, and I actually like the studio track

This is NOT Tallahassee. Is more probably to be Raiford (The Felon Wind).
He has a rare form of hepatitis and almost died. There's a few interviews on line where he talks about it.
