Well, the usual way to execute a D-tilt lock is to Full hop D-air and then D-tilt lock after (only at high percents). The best way for me to do it is to D-tilt, walk forward a little then D-tilt again and repeat. Really, it's not that hard to execute a D-tilt lock. When you D-tilt in the lock you have 26 frames where you can walk up and D-tilt them again. Just do it in training mode and slow the game down if you're really bad at it to practice at it.

His up air was just Ness up air. Now Lucas up air hit box is up top of him instead of around him.
