    How would one does this, if we have something like a Steel moment frame or Brace frames??

    Maybe they have you use uncracked inertia because it would minimize how much it deflects, which would lessen the chance of you being able to treat the structure as if it was rigid? I'm not sure if that's conservative or not though I'm a newb
