Carolina and Texas tactics are very effective on a wide range of venues when the water temperature is low in winter, thanks to the slow, delicate presentation that can be achieved, with the lure hopping along the bottom - just where the perch will be lurking.
In this video Thom Hunt talks about his rigs and tactics for fishing Texas and Carolina rigs for perch using the Westin RingCraw soft lure. He reveals a really simple way to switch to this tactic using home-made rigs that instantly allow you to change tactics.
This tactic is also brilliant on rivers and stillwaters too, any time you want to present a lure very close to the bottom. Combined with weedless rigging this is a brilliant presentation for coldwater perch and zander.

No. I prefer non-boyant myself.
