Because he requires positioning and game knowledge (and to an extent flick shotting skills). He also, just like widowmaker, has more difficulty dealing with flankers since the person playing hanzo will then have to not only not panick, but also get the head shot which at times can be hard at close range since they will jump around more.
I think in general he has a bad rep for people picking him and doing horrendously. His job of eliminator is also somewhat in a power struggle with a lot of other characters being able to pick off others easier and more efficiently (roadhog hook combo and mccree stun to headshot, etc.)
wrong sekshun because as a sniper he can't really effectively engage in team fights and makes the team fights 5v6 so then he has to consistently get at least 2 picks to make it a fair fight in every team battle which is pretty hard and that is the reason nobody likes people playing him. same goes for Widowmaker
