- SkyCal was overhead as a group of pro-Palestinian protesters took their rally from the streets outside of City Hall onto the 101 Freeway, where they blocked traffic for several minutes in the midst of Memorial Day traffic on Monday.

That's correct. The only permit is the right recognized in the 1st Amendment, to peaceably assemble, and demand redress of grievances.
In this case they're trying to save the lives of more than 2 Million people, that the US Government is allowing to be starved and massacred, by arming and funding and protecting the psychopathic war criminals who are doing that.

A different set of people in office might have had these protestors arrested, or perhaps carried themselves in a manner beforehand that indicated to protestors that blocking freeways is intolerable and there would be consequences if they do it.
