So what happens when they get someone who just wants to maim someone because they're missing a few screws, they walk up, and just straight up jam their fingers in someone's eye? That's why this isn't a "sport". A sport requires defense and offense. Standing there and hoping your brain can survive is not a defense.
The definition of sport: An activity involving physical exertion and skill that is governed by a set of rules or customs and often undertaken competitively.
Nothing about requiring an offense and defense. If that were the case, golf wouldn't be a sport.
What I don't get is that if you know that the person delivering the slap gets a do over when you flinch, why would you continue to flinch?
Some people have a stronger flight response than others, so they're more inclined to flinch involuntarily.

What are the rules around the slap. Surely you need your use palm/ fingers and not the Heel of the palm (the bones)?

You can't lead with the hard part of the palm. The strike zone is basically the jawline with a little leeway up or down, but too far outside of the strike zone is clubbing.
