This is not normal when the attacker has full freedom to throw a swinging punch with preparation and the defender cannot dodge. Therefore, the brain is exposed to damage, which happened in Poland.

Just remove the damn rules and keep it at flinching fouls and clear clubbings. Who cares if they can twist their foot, let them do it and knock the shit out of each other.. thats the only thing we wanna see, fuck the fighters health they gonna get brain damage regardless.
It's only illegal if you pivot on your foot like you're throwing a hook. If the foot comes up as part of a natural follow through without a pivot then it's legal.
