In India, the court yard and private gardens of ordinary people are very clean. But the public places are quite chaotic. I believe that this is because of the inadequate public management of the government, not because of ordinary people. In China, if you go back to the some twenty years back, many public places are also very poorly managed because of lack of government investment. So let's do go after ordinary citizens.

But this is more a citizen's responsibility to keep their surroundings clean.
We also have a cleanliness problem in the country. And pollution due to industries is also a big problem.

It takes time and comes with the general development and growth of people. In China many years ago, it was not as clean either. As it improves, people would be more mindful of keeping it clean. Of course, the public service needs to improve in the first place as well.

I don't know if it's political, but this Buddhist sect is internationally recognised and receives donations as other Buddhist sects.
And that is the reason for the revival of an almost extinct religion in India.

As far as I know, Chinese old people tend to go to the buddhist temples on the 1st and the 15th morning of a month according to the traditional Chinese lunar calendar. So on these days the temples should be more crowed.

India is full of beautiful Buddhist Monasteries (temples) I don’t know about Rajasthan but North to south there must be lots and lots of most wondrous Buddha temples beyond non Buddhist people imagination. Indians love Buddha. Buddha is peace and we ourselves have become Buddhist. Now we are in Canada but here also we have lovely Buddhist temples and following great teachings of Buddha. We pray for everyone this is Buddha culture.
