There is a way to greatly improve water animation by adding Flex modifier. But for the correct particles calculation you will have to reduce Integration Step. This will increase the computation time of the particle system. I didn't have enough time to experiment, so I abandoned the Flex modifier.

Sorry for this. There is a bug in a wave mesh. It must be recreated. The file can be opened in 2016 version. I am using Max 2019 myself and can't open the file too.
All work took about a week. At first I did the particle generation from geometry, but it took a long time to simulate. So I redesigned the particle system and attached the emitters to the geometry.
First of all when you open a file click many times Esc on your board. It will interrupt foam particles calculation and scene will open fast.Turn off all Cache Disk operators in PFlow. Also I recommend to recalculate all cache data. It will take some time. Select each Cache Disk operator and choose a directory where you want to save data files. Then click Update All in any Cache Disk operator. After that scene will refresh much faster.Hide all Blobmesh objects in the scene it helps to update faster. Do not forget to return them in render time.
The ripples I added after render water with foam. I have a separate file for this. There is a simple particle system there. I'll add file to archive today. Also I recommend you to switch off appearance in reflections for all blobmesh objects.
For those who work in 3ds Max 2019 I recommend using Max Fluids to create splash and foam. It is much faster and more realistic.

I've opened up the files but I can't see the particles neither they appear after rendering. What do I have to do? Besides, the files is very slow.
