Yes and no. While Rock has his new game, you forget that Terry is a legacy character like Ryu who has history with both Capcom and SNK with not just crossovers bit the fact that Fatal Fury was made by the creator of SF. Plus we have Garou Terry to reference that time skip in Fatal Fury.
I know Capcom and a lot people like to pair him up with Ken but considering Terry's personality and backstory I would personally find it more interesting for him to interact with Cody since they are far more similar. (Terry is basically Cody if Cody was never framed by Eddie E.) Heck if SNK wanted to you could probably turn the first Fatal Fury into a beat em up like Final Fight, all the pieces are there for it.

I'm still working through the world tour on my first character, but when I do world map I have a ton of locations. Why does yours only show 3? Is this a different mode? does it only unlock after you complete the first world tour?
The Terry Missions brings you into another side Story for World Tour, you can choose from the World Map the Story Quest you want, main one Is called "One Faithful Day" and Terry one Is the Knockout Festival. Not sure at which point you unlock the Knockout Festival since I already finished WT For Terry quests you only have those 3 locations
