Remarkable. My Border Terrier Roy is the same way. He has a mind of his own and he decides which of my orders to obey. He just looks at you, listens, but does not move. He's a daft kipper. Handsome and yes, I howl like a wolf and he answers my calls. I just have no idea what I'm saying or what he says. Looks about the same age and colours. I'd swear it was him, but he lives in the 2nd most famous London in the world, in Ontario, Canada.
Mine make the exact same facial expressions when being called when he is not that bothered. however for walks he is there immediately, no second call needed. They are a wonderful breed of dog.
It's the nature of the beast! Our Fred is a sloth at walkies time, but an Intrepid warrior once on one! His kennel name is, 'Singing The Blues, ' cos he can howl the place down as soon as we go out or he thinks he's been left behind. He loves the tv, food and cuddles and trying to save us on a beach .

Ours border, Winnie, also sings or rather hauls when I come back from work can hear him all over the the staircase.( I live on the second floor of the block of flats) Winnie is stubborn like your Spook, comes when he wants not when I want him to come. HE WAS A BIRTHDAY PRESENT WHEN WE ALREADY HAD 3 CATS AND HE GETS ALONG GREAT WITH THEM. GOT HIS FACE SLAPPED BY OUR 14 YEARS OLD FEMALE WHEN HE CHASED HER AND SINCE THEN HE HAS BEEN GREAT WITH CATS. WE STILL HAVE 2 ELDERLEY MALE CATS AND CAN CONFIDENTLY LEAVE THEM ALONE TOGETHER. hE GETS GREETED WITH CAT HEAD BUTS SO A VERRY LUCKY DOGGY.
