There's a drill spot behind the row of buildings where the Ice Cream truck's Time Trial is (it's by the docks) Once you're up there just follow the parkour and it'll take you to the top of the tower.

Final Smash: Giant Exo Suit Mech (Chase's giant exo suit mech from his last mission to bring down Forrest Blackwell's utopia comes down from above and Chase goes in it, similar to Fox, Falco, and Wolf's Landmasters and Bowser & Little Mac's Giga Forms, only that isn't as armed as the Star Fox Trio's tanks.
