Sir during the seat testing shouldn't the valve be in horizontal position? Because even if there is any tiny leak which is in the acceptable range we could identify it easily?
Gland bolts are loosened only during backseat testing to ensure that there is no leakage through the gland so that at site when the valve is under operation, gland packing can be removed or replaced without closing the valve.
During valve body or shell testing, valve can be kept partially open or full open. Requirement is, valve body and bonnet should be pressurize together.
