Recordings of meetings can be wiretapping if the recording was done without their consent.
If the recording was done without the consent of those involved and this was made public - whoever published it is a joke.
If the recording was about a conversation between parties believing that their discussions will be recognized as the official stand of their governments (but was actually invalid) - the participants of those discussions were the jokes.
If the recording was done through AI, - the recording and the person who prepared it are both the jokes.
Finally, those who think that they can use the recording to derail the Philippines' claim on the WPS - they too are jokes.
