Its because they spent most of their budget developing the system that tracks the face movements, so they do rough animations first, which is why you see the tiger on the boat and no waves, then they record the faces then they finish the CGI. It's a really cool system which is why it's so bizarre they stopped using it after paying all that money to develop it.

I think someone bought them out eventually but I guess they'd have to reassess the financials before they look at doing it again. The method is also extremely difficult for the actors involved. They basically have to keep everything except they're face still for it to work. Add super expensive cameras there's just very little justification to use the tech when other methods exist. Sure the results aren't as absolutely perfect but in the end it's less trouble.
