Disable will only have knockback if used while the opponent is in hit stun or in tumble. If the opponent is in any other state while airborne it will put them into tumble. Falco double jumped right before the disable hit him. Because of this, he kept his vertical momentum from the double jump while getting put into tumble from disable.
