Yes, you can but if is a university diploma, not college. What I mean is if the diploma was done at a public or private university, for example, Nairobi University, Mount Kenya university etc. However, there are very few English bachelors programs.
Heyy be positive, and make sure your motivation letter is good and submit all documents on time they'l accept you and also that you have background for the programme you've applied to
