Among the Apex, there are only 3 that are arguably better than their deviant form : -Apex Rathalos with its sick colors and new attacks -Apex Mizutsune cuz it's just Soulseer (without the SanS eye) but with overall better colors -Apex Zinogre with its new sick attacks The others are straight up ripoff
Honestly I really wish they just added deviant sets and called them Apex sets, do the same thing where you have to have the full set to get their abilities and I would have loved to farm them.
Obviously I wish they gave them gear in rise. But when comparing them to the deviants, I honestly prefer Rathalos, Rathain, Mizu and Arzuros apex forms over their deviant forms. I just find their designs cooler than their deviant forms
