To me, they’re just confusing everyone and these shouldn’t be called power levels, it’s tiered ban list, so you can explain which list you follow on top of what power level 1-10 it is as well
People aren't worried about Wizards, they're worried about Hasbro. Over the past couple years Hasbro has been having lower and lower toy sales with Wizards singlehandedly keeping it afloat. What people are afraid of is Hasbro (a publicly traded company) pressuring Wizards to create more powerful, more expensive cards and sets to increase profit margins for shareholders. Also I feel like the level system you suggested describes a weighted average where each card has its power level and a weight where you consider how much influence it has on the deck power.
I understand why people are worried, it makes sense. They briefly covered that in the WeeklyMTG stream yesterday. Aaron Forsythe, the VP of design vaguely said that Hasbro wants things, but the team acknowledges that dockside, jeweled lotus, and even command tower were design mistakes and their focus is always on the longevity of the game. Busted cards will always slip between the cracks, but overall I wouldn’t worry too much, I don’t think commander is going anywhere
Commander is a kitchen table format. If you don't like their banlist just rule 0 it. I'm not a commander player primarily, but I don't understand why people got so upset. Its just a game. Its a social game.

I would accuse the shareholders of not knowing what sells MTG products and not knowing how the game works
No were worried about both. Both have horrendous track records.

My only thoughts re: the tiers is that there should be 3 of them (cleaner) and the most powerful should be tier 1.
