Open inventory (default press I ) and at the very bottom of the window where you have armor and weapons there are icons. Click on the one with the cape icon

I'm sorry but I can't help. I only play on PC, so maybe someone who plays on consoles can answer. It seems like it should work, or you might need to wait a bit since new features on consoles are released with a delay. So, wait and try again later.
