What happens was they sent out the Special Marine Warning, thinking it was going to work, the warning failed to do the message. They use DTMF tones, then the NWS gets an email that the message failed. They send a advisory called: Transmitter Carrier Off. that means your NOAA code (for example: KIG86, Columbus Ohio) has shut down for a warning/watch/advisory. So you know a warning/advisory/watch fails, listen for static (heard at 0:21) thank you.

Either it's a computer failure that the SMW was activated but then the failsafe knocked the power to the computer and the transmitter broadcasted the transmitter carrier off (which can happen and is part of the NWR) , or someone is using a transmitter (like you said) and activating it themselves. (which is 100% illegal)
