I mean, it happened in Europe during the 1940s so anything is possible

So in the game code, the Spanish Civil War doesn NOT fire if Spain is fascist AND Franco wasn't elected in the Spanish elections.
However, the civil can fire very early or late so if Spain fails to become fascist in time, then the civil war still fires.
You could do a lot of interesting things in this new custom game rules feature
