The good ones do. Anything that comes in contact with the client should be either properly sterilised or disposed of.
Nah! Most markers are alcohol based. If i were to use it like he did here, during the tattoo, I would (you must) throw it out though.

It's nice work but please don't ever use paint markers to stencil on lines and if you are going to use a marker to and any thing or draw on the skin. You should use a brand new marker for every costumer.
