(Yes he does not kill anymore)

I feel like there's some great story opportunity between Jason and Harley in the Injustice universe. Like, Joker's dead so Harley's with Bats' crew now, being a good guy. Jason comes back, also (kinda) joins Bats' crew. Harley constantly tries to be friendly and get on his good side but Jason just can't forgive or let go of the fact of how close she was with the Joker.
I could be wrong, but I feel like if Red Hood and Harley ever got close I think Jason might think Harley is similar to him. Damaged goods that were hurt by the Joker
