They really can't create atmosphere anymore, compare this to Arkham Knights... that game is a gem.
That game had Gotham atmosphere which is supposed to be terrifying and also if you disable rain in that game everything doesn't look that immersive. How can you even compare that to Spider-man's New York.

its literally a different game. Rain looks much better in arkham games because the setting is this dark and gloomy gotham thats how the game is built upon. If they want to do that then it should be a game where new york is in chaos and overtaken by villains.
The batman trilogy and the dark souls series has the best athmosphere out of single player games. Red dead 2 is great too.
