Actually he started paying Denise attention not long after he murdered Ranveer. It is possible he always planned on blackmailing Denise. Getting close to her in order to seek out information regarding Jack’s future and ongoing investigation’s.
He just didn’t think Denise would turn him down.
How quickly his feelings for her changed once he realised Jack was actually investigating him..
