All answers are correct: A) 16 = 0^2+4^2 B) 25 = 0*2+5^2 and also 3^2+4^2 C) 36 = 0^2+6^2 D) 49 = 0^2+7^2 They are only accepting correct answers with squares greater than zero, but they do not state this in the question, which is a mistake on the part of the question constructor.
thats not correct, 16 and 4^2 is the same number. And the question states, "of two smaller square numbers". This means that only B works since bot 9,16 < 25

Never ask the audience for answers to maths questions. The average person can't do much more than basic arithmetic.
