I am sure it is a cultural difference, but I saw the name and thought: "Oh, it's a garden, that's a bit dull, I will go somewhere else.". Others might have gone thinking running water, wind chimes, trimmed trees and sheltered seating surrounded by green nature. A food court and a pile of shops all selling similar items would not have crossed either of our minds.
Is this Haneda Garden accessible for in transit passenger for a few hours or flight the next day as a layover especially the hotel where one would like to sleep and freshen up. I see blogs where passengers arriving late at night all the stores are close so they sleep on benches or at the floor. What floor are considered air side without going thru immigration.
There is a hotel called "Villa Fontaine Grand Haneda Airport" in Haneda Airport Garden. www.hvf.jp/hanedaairport-grand/ That hotel also has a hot spring spa, and you can enter only the spa.The fee is 4800 yen. I recently flew out of terminal 3 and did not see any reference to this. The cab dropped me off and I went inside to drop my bags off. Did not see anything about this shopping area. I as very disappointed after going through security for my Air Canada flight and finding no shopping whatsoever aside from a handful of high end stores.
I am sorry to hear that. The shopping area has just opened, has few signs, and is located on the floor of the arrival lobby, so it may be difficult to find. I hope you will be able to do some shopping here next time you visit Japan.

There is a compact hotel in Terminal 1 that is not a capsule hotel.
