Stain has black and white thinking. If a pro hero didn’t possess basically all qualities of All Might, they didn’t have the right to call themselves a hero. Tensei didn’t fit the bill because he didn’t see being a Pro Hero as purely being a hero, he (along with Tenya) saw it as “the Family business”. That reason was good enough for him to be a target for Stain.

I only have a vague understanding myself, so I can't come up with a non-violent solution to the problem that he perceives.
