The Nightwing DLC could have been incorporated into the main story (if it was set before the events of Arkham Knight). However, instead of Nightwing capturing the Penguin, the Penguin gets lose and somehow vanishes from the map, unaware that he is working with Scarecrow as a front in weapons dealing. When he returns, the whole Arms Dealing mission from the main game can be incorporated while the occupation takes place.
