Guess maybe they want FGO players to feel a "new game +" experience in FGO. Like how satisfying beating an early game boss with a full set of equipment from the final dungeon when you're playing a "new game +" mode in RPG.
Maybe the want to give a chance for the newbie to participate in this event? I mean maybe for some of us who already play it more than a years can beat this easily, but not for those who still play this game for some months
If I remember correctly the best option is to run for mats (you'll get lotto tix while doing that) and farm for the lottos when the last farm nodes comes

He does have Ignore Invuln on his S2, and you could always bring someone like Benkei to remove both evades from Scathach and Cu at the same time.
Or you can just put a a CE that hives ignore evade
