And the 2 revealed Beasts we got are Caster (Solomon), and Assassin/Alter Ego (Kama & Kiara), we're technically missing Rider and Berserker to complete the Horsemen collection, but Mother Harlot as a Beast Rider still fits. So we will probably get Mother Harlot considering it's 666 (6th year, 6th lostbelt, 6 = 3 Nero Spotlight * 2 Different Neros). But like I said, it's just a crack-pot theory.

Why is this character so slept on? She's a more consistent super orion and stacks just as much critical strength/attack. After super orion does his burst with the busters he has to work for his np stacks again. Van gogh can keep attacking with max damage buffs while refilling gage. She even has better survivability with that spammable fear, guts, and evade.
To be fair, Chad Orion just punching people is way funnier than borderline jellyfish-tentacle-hentai... I just really don't dig her design and voicelines.
If I had to take a stab your question, I'd have to say it's a combination between her Class, her kit/deck, the degree of set-up you'd have to get her to 100% power, and the fact she's competing with a bunch of other Crit Attacker that are already out. That, or she's just doesn't have the same magnetic appeal compared to the other Crit Attackers. She's powerful when properly wield, to be sure, but she's also jank as heck and needs a lot of investment and brainpower to use right, and Foreigners don't exactly enjoy an abundance of *unique* common Class Advantages. The other big name Critters I know of on top of my head - Super Orion, QSH, Summer BB, Jalter, Ajurna Alter, etc. - have kits that are either entirely self-sufficient or need only minimum support at worst to flourish, and are dead simple to use and plan a team around to boot. The fact that all the examples I listed are predominantly Buster focused or leaning, and therefore work excellently with Merlin and can ply their huge Buster Crits over many turns or in one fell swoop with him, only makes them seem more optimal to use a Crit Attackers. She's not bad, nor do I think she's outclassed, but she's *just* difficult enough to use that it's easy for her to get overlooked for other options imo. Doesn't help that her NP isn't a damaging one or conventionally loopable, but given that QSH or Super Orion share that problem I don't think it's the proverbal stake through her popularity.

Defensive class advantage. Any nuker will do well against berserkers, but all other crit memers have a class that they take half damage from.
