Correct & it’s purposeful because jury instructions have a bigger effect on the outcomes of cases than evidence does. The jury has no idea what they need to be paying attention to because they haven’t been told what the charges are. That makes it easier to manipulate them into thinking they’re required to convict even when all the elements aren’t present
