Joining the two tractors together should have been the first option. Remember the MH370 Malaysian plane, the world started by looking for debris, by the time they switched to using black box detectors, it's battery had a very short time which run out before it got pin pointed. Coronavirus, the Chinese should have jumped to the highest option when they realised things are going bad. This old procedure of starting with low options, is fast being overtaken by today's events. Things are accelerating soo fast to the worst that using the old colonial protocols will only be interpreted as foolishness in the eyes of modern world. (i don't intend to demean the above individuals desitions, but I have taken this moment to expless my disgust to what am seeing happeng in the world).
