BRICS is not for economically failed countries like pakistan..
India did not complain, it's the west who is complaining about BRICS. India answered and told how it is.
To answer your question, about thether Pak will be allowed to join BRICS is not a simple yes or no as you are assuming. India being the founding member has a major say over who and who not. In fact, Pak actually made sure that India cannot join OIC even after having one of the largest muslim population in the world and despite the fact that India was invited during OIC's first convention! I don't think Pak should complain about anything, they are mostly irrelevant in these intellectual discourses and in general.
What you can do is ask why BRICS and what is India doing in a block which is perceived to be anti west? India is also part of blocks like the QUAD, what are they thinking? That will make for some interesting back and forth.
