Normative and Non-Normative Ethics

So could Non-Normative ethics be used as the basis for a Normative statement?
As in... Because studies of sociology have typically shown X (no value statement), we draw the conclusion that Y is the right things to do (Value statement).
Or is that still Non-Normative because it is based on data from the Descriptive category?
