I have read that this boat is considered a "bay" boat, but the draft is nearly 3' and the gunwhales are tall. Why is this not considered an offshore boat?

Do realize, names for boat categories aren’t written in stone. The important thing is not what category someone else puts the boat in, but whether the boat possesses the features you need to accomplish what you want to do out on the water.
