I think 'Madame Web' is just that one thing Sony was like: "if you make it extra cheap, I'll greenlight it", so my bet is that the movie won't make profit, but it won't flop like every single superhero movie has lately, which will already be considered enough. If the rumors about Spider-Man are true, then the movie might actually get some traction later, because this movie is coming out in the beginning of the year so nobody is gonna watch it, but streaming or Blu-Ray (is that even still a thing?) release might get a following. I'll watch it 'cuz I actually want to see it and I'm a big fan of more Spider-Man lore on screen that Marvel would never even consider, but I know this movie is gonna suck due to Sony's direction, Amy Pascal and Avi Arad, always trying to cut corners for bank at expense of quality. I would love to have villain movies like the Green Goblin and the Doc Ock movies you suggested, or even the other ones like Prowler and Superior Foes. Famous IPs and succesful entries should be the first staple here. MCU got started with C-list characters such as Iron Man and Captain America, who weren't beloved until their live-action debut, but they had good movies to back that up, so there needs to be investments on that department. If Sony wants to get money, they need to stop following Disney, their brand is burned without their big cashcows. 'Kraven' being R-rated is already a great start, maybe that'll be a good step for a future violent good villain movie, so I have hopes they'll finally learn their lesson.
I always thought a live action (or animated) Spider-Gwen movie could be cool to see.
Honesty, I think if done right, a Spider-Man villain cinematic universe would be a cool concept, I believe anything can be successful IF DONE RIGHT
