I did my BTech Civil from NITK Surathkal and MTech Structure from oldest Engineering College in Asia IIEST Shibpur Howrah got placed in L & T Ramboll Consulting Engineers Ltd., Chennai.
My Friends are working in Germany, Malaysia, Australia and Singapore
with Indian MTech Degree from IIEST and NITK Surarhkal. So you need not do Double MTech & MSc Degree from Germany. If your good you can go anywhere in the world just clear their Licesnse Professionals Engineer Exam of particular country. These are the oldest Engineering college in India.
IIT Roorkee, IIEST Shibpur ( Earlier it was University of Calcutta) , College of Engineering Guindy, IISc Bangalore, COEP Pune they all started as civil engineering college and have reputed alumni in civil and other engineering branch.
Father of Tall Building was from IIEST Shibpur.

In my opinion, as a practicing structural engineer, it has to do with the value of structural engineering as it has evolved in the industry. Many manager have chosen to charge minimum fees to get more clients and that was the case at my previous firm. Somehow, it has not been valued as much for each required item on a proposal for a project.
We have to start fighting back and charge higher and be willing to take the heat from clients when real engineering is required rather than give into their demands so easily. We are too nice and provide them with a lot of heavy calculations and detailed drawings we have put too many overtime hours to put together that a lot of the time value gets lost and not appreciated or actually paid.
Some work requires more engineering than others. We need to start enforcing consultations before work is started and what those consultations entail (to what extent are we hired to do the work?).

Back when I completed My M.Tech in Structural Engineering, I realized all of the things you've pointed out. But the reason is that most of the teachers in college, they themselves have not worked in the Industry. Most of the times, after their M.Tech/PhD they start teaching. A person who himself have no idea about the Industry, how can he bridge the gap b/w the education and industrial requirement.
